City Will Continue to Pick Up Cost of Valet Service at Westin Pasadena Under 1987 Contract Clause

The Municipal Services Committee meets on Tuesday, March 8, to discuss a proposal by the Department of Transportation to contract with Parking Concepts, Inc. for the management and operation of the Plaza Las Fuentes valet parking services for the Westin Pasadena hotel. 

Located at 135 N Los Robles Ave., the Plaza Las Fuentes parking garage is a City-owned garage that Downtown Properties has been managing. Last February, the City took over management of the garage in order to save costs and streamline operations. 

Pasadena is contractually obligated to provide valet services to the Plaza Las Fuentes Property through an agreement dating back to November 30, 1987. Valet operations were not included in the former contract as Westin Hotel had said they were interested in directly managing the valet operations. 

The hotel in December 2021 eventually decided not to assume control, and so the City is left with that responsibility. 

The City published a request for proposals in January, specifying an initial contract term of three years with the option for two additional one-year terms based on performance and the availability of City funds. The new contract should begin on April 1, 2022. 

Parking Concepts, Inc. was one of four companies that submitted their proposals. Following an evaluation process by the Department of Transportation and Department of Public Works, Parking Concepts, a Pasadena-based company, obtained the highest rating. 

The recommended terms fix the initial three-year contract amount at $2,336,214. Funding for fiscal year 2022 will be addressed by using budgeted appropriations for the Plaza Las Fuentes contract services. The additional two one-year terms will cost $778,738 for the City, and will be incorporated into the annual budget process. 

The annual amount includes a 10-percent contingency, the Transportation Department said.  

The Municipal-Services-Committee meeting begins at 4 p.m.
