City To Transfer Solid Waste Collection Services Contract to Different Company

Direct Disposal, one of the 20 companies responsible for solid waste collection in Pasadena will have their contract transferred to a different company called California Waste Services LLC, according to a report by the city attorney to the council. 

On Monday, Sept 19, the city attorney is set to present the draft of an “uncodified ordinance” to indicate transfer of assignment from Direct Disposal to California Waste Services LLC in the city council meeting starting at 4:30 p.m. 

The draft presented by the City Attorney will go through first reading during Monday’s City Council meeting, which continues to be via video conference. 

Direct Disposal was a part of 20 other companies who have “non-exclusive solid waste franchise” with the city. These companies are detailed in Pasadena’s Ordinance Number 7396. To remove Direct Disposal from the list, an amendment to Ordinance Number 7396 is also proposed by the city attorney. 

The amendment to Ordinance Number 7396 will delete the reference to Direct Disposal and substitute California Waste Services in its place. 

Direct Disposal was one of the contractors that submitted renewal applications for 20 non-exclusive solid waste franchises that were approved by the City Council after a public hearing on June 13. The City Attorney was directed to prepare the ordinance covering these renewals and authorizing the City Manager to enter into the franchise agreements.

With the proposed amendment, Direct Disposal will be deleted from the list of the 20 franchisees and replaced with California Waste Services LLC. 

Each franchise shall be in effect from July 1, 2022 through June 30, 2023, with up to four one- year extensions at the discretion of the City Manager and according to the provisions of Pasadena Municipal Code.
