City’s 7-Weeks of Budget Hearings Set to Begin May 2

Pasadena’sFinance Director announced precise details of a series of hearings that will lead up to the formation of how the city spends its money for the fiscal year (FY) 2023.

Matthew Hawkesworth, Director of Finance released plans for the highly detailed budgeting process. The released schedule reports a total of 14 public meetings before various city committees.

The FY 2023 budget process will be underway for seven weeks starting May 2, and by law is required to wrap up by June 20.

The schedule allows members of the community to focus on their respective areas of interest. Here is what the operating budget schedule shows:

  • Starting on May 2, Interim City Manager Cynthia Kurtz will open the formal proceedings during the City Council meeting at 4:30 p.m. with a presentation on the FY 2023 recommended budget.

  • On May 3, the Legislative Policy Committee and the Economic Development & Technology Committee will tackle the budget presentations of the Library and Information Services Department, the City Council, the Pasadena Center Operating Committee and the Pasadena Community Access Corporation at their respective meetings.

  • On May 9, the Finance Committee will hear the budget proposal of the Rose Bowl Operating Company at 3:00 p.m.

  • On May 10, the Municipal Services Committee will consider the proposed budget of the Water and Power Department and the Transportation Department at a meeting at 4:00 p.m.

  • On May 11 at 4:00 p.m., the Public Safety Committee will hear budget proposals of the Police Department and the Parks, Recreation and Community Services Department.

  • On May 16, at 4:30 p.m. the City Council will hold a meeting for the FY 2023 schedule of taxes, fees and charges.

  • On May 17, proposed budgets from the Housing Department and the Department of Information and Technology will be heard by the Economic Development and Technology Committee at 5:30 p.m.

  • On May 18, the Public Safety Committee will hear the Fire Department and the Public Health Department’s budget proposals at 4:00 p.m.

  • On May 23 and 24, the Human Resources Department, Finance Department, Planning and Community Development Department and the Public Works Department, among other departments, will make budget presentations.

According to Hawkesworth, “the committee assignment for each department will remain in place going forward with the desire to develop ongoing conversations regarding programs, services, and the budget.”

Hawkesworth added that this approach will allow Committees to take a “longer-term approach and deep dives into more detail.”
