City’s Hearing Officer Set To Review Plans for New Adult Daycare Facility

Pasadena’s Hearing Officer will hold a public hearing on Wednesday, January 5, about a plan to set up an adult daycare facility within an existing one-story commercial building at 2180 E. Walnut Street, which would also include use of an existing 36-space surface parking lot.

The project, which is subject to a Conditional Use Permit (CUP) application, will involve interior modifications of the 5,318 square-foot tenant space in the 11,495 square-foot building and restriping of the parking lot, and will not involve additional square footage, according to a report by the Department of Planning and Community Development.

Plans submitted by the applicant, FE Design and Consulting, on behalf of AA Brothers LLC, show the adult daycare center would be licensed by the California Department of Public Health and Department of Aging, and would provide daytime community-based programs to the elderly. Programs would include games, arts and crafts, exercise and meals. The center would be open to seniors between 8 a.m. and 2:30 p.m. Monday through Friday.

The plans said the day care center would operate with a maximum capacity of 150 participants at peak levels. Participants would either drive to the facility or be picked up by a shuttle to be dropped off in the proposed on-site loading zone at the rear of the site. Participants would enter and exit through the primary building entrance on Grand Oaks Avenue.

The site currently has 36 parking spaces and the project includes the restriping of the parking lot to accommodate 40 parking spaces and one new loading space.

According to the Zoning Code, a CUP is required to establish an Adult Day Care, General land use in the Commercial General zoning district in Council District 2 where the project is located.

The Planning Department is recommending approval of the CUP application, with certain conditions. The Department said other City departments, such as Public Works, Transportation, Police, Fire, Pasadena Water and Power, and the Building and Safety Division and Design and Historic Preservation Section have reviewed the proposed project.

The Public Works and Health Departments, and the Building and Safety Division have provided some conditions of approval which will be explained further at the public hearing Wednesday.
