Council Approves Parking Enforcement Contract After Overnight Parking Grace Period Expires

The Pasadena City Council approved a $3.9 million contract with Inter-Con Security Systems, Inc., a private security firm in Pasadena, to provide additional parking enforcement services on designated streets, lots, and parking structures for three-years.

Inter-Con has been providing supplemental parking enforcement services for the city under a contract that expired on Sept. 30. These services, covered by the Pasadena Parking Enforcement Program, currently consist of three full-time and four part-time parking enforcement representatives, one senior parking enforcement representative, and a parking services supervisor employed by the city.

The proposed contract is expected to begin Nov. 1. The city started enforcing overnight parking again last week. After suspending citations when the pandemic started.

Under the contract, Inter-Con will provide citywide parking enforcement services, including enforcement of all federal, state, and city parking regulations on city streets, city facilities, recreational areas, and any private locations, and dispatch and related duties as stated in a request for proposal (RFP) on June 3.

The contractor will also provide equipment to support parking enforcement under the contract, including six electric patrol vehicles, six license plate recognition units, one pickup truck for equipment transport, eight patrol bicycles, and the uniforms and day-to-day equipment for the enforcement officers.

The city will also provide radio transceivers and handheld citation issuance equipment.

Four proposals were received in response to the RFP, and out of these four Inter-Con received the highest ratings from an evaluation committee consisting of city employees from the Departments of Planning and Community Development, and Transportation.

Under the proposed contract, the city manager is authorized to extend the contract for up to two additional one-year terms, as long as any increases in the contract amount do not exceed the increase in the change in the Los Angeles-Riverside-Orange County consumer’s price index for the preceding 12-month period.

Reporting on the fiscal impact of the contract, Transportation Director Laura Cornejo said $1,237,275 will be spent for the contract in the first year, $1,277,590 in the second year, and $1,319,254 in the third year.
