Council to Vote on Resuming Overnight Parking Enforcement

Traffic policies modified when pandemic began in March

The City Council on Monday is expected to resume parking enforcement on Sept. 1, according to a city staff report.

“This allows parking office staff sufficient time to ensure all pending overnight permit requests have been fulfilled prior to enforcement efforts taking place,” according to a city staff report. 

“lt additionally allows us to reconfigure enforcement schedules and patrol beats, and it gives our contracted enforcement company time to bring in staffing,” the report states. “It also allows time for the city to inform the public that overnight enforcement will resume. Enforcement of the overnight ordinance will also allow for street sweeping activities to return to maximum efficiency.”

In response to the coronavirus pandemic, the council modified various parking policies and suspended enforcement of the overnight parking ordinance, as well as time limits in residential neighborhoods, street sweeping restrictions, and payment at all curbside parking spaces. Metered parking spaces were temporarily converted to 20-minute parking to facilitate delivery and pickup of food from restaurants. The “booting” of vehicle wheels, impounds, and noncritical vehicle impounds were also suspended. 

“Since March 17, the parking division has received 337 requests for parking enforcement and Public Works has received 127 requests for street sweeping through the Citizen Service Center (CSC) during that same time period,” the report states.

“The parking division has received additional requests for enforcement for both parking enforcement and street sweeping via phone and email that are not recorded and reflected in the CSC numbers,” according to the report.

The city will also create a low-income fee waiver program for overnight parking permits. Qualified individuals will receive a 50 percent discount on annual overnight and temporary 90-day overnight permits.

Street sweeping will resume Sept. 1.
