Fees Collection, Solid Waste Disposal Ordinances Pass Second Reading At City Council’s Oct. 3 Meeting

Two ordinances unanimously passed the second reading and one ordinance passed the first reading at Pasadena City Council’s meeting on Monday, October 3. 

Included among the ordinance that passed the second reading is the ordinance amending the Pasadena Municipal Code related to the time of collection of the Residential Impact Fee and the Traffic Reduction and Transportation Improvement Fee.

As per the Ordinance Fact Sheet, the change was made to comply with AB 602 which “requires the collection of residential impacts fees for parkland acquisition, capital improvements and maintenance and for traffic reduction fees and exactions associated with a project upon the issuance of a certificate of occupancy or the final inspection, whichever occurs last.” 

As per current rules, the Residential Impact Fee and Traffic Reduction and Transportation Improvement Fee shall be paid prior to the issuance of a building permit. 

Also passed on second reading is the ordinance granting assignment of a non-exclusive solid waste franchise to California Waste Services LLC.

During its meeting in August, the City Council approved the transfer and assignment of a non-exclusive solid waste franchise agreement from Direct Disposal to California Waste Services LLC.

Meanwhile, approved on first reading is the ordinance amending the Zoning Code and map related to the South Fair Oaks Specific Plan. 

As per the Ordinance Fact Sheet, the ordinance is necessary to refine the boundaries of the South Fair Oaks Specific Plan. 

Councilmember Jess Rivas voted against the ordinance without explaining her vote.
