Finance Committee Seeks to Improve Risk Management By Replacing System That’s 4 Decades Old

The Pasadena City Council’s Finance Committee is hoping to improve the City’s Risk Management Information System (RMIS) by contracting with Origami Risk LLC to replace a 40-year-old system that has limited capabilities.

In a special meeting Thursday, Nov. 12, the Finance Committee will deliberate on the Department of Information Technology’s (DoIT) proposal to enter into a five-year contract with the Chicago-based software solutions provider to install and maintain an RMIS that will provide a platform to ensure the accurate processing and tracking of city incident report claims, real property assets, and manage property, casualty, and other insurance documents.

The system will mainly be used by the liability division in the Office of the City Attorney and the safety office in the Department of Human Resources, as well as other associated city departments. 

The contract, according to a DoIT report, will cost up to $544,904, which includes the base contract amount of $524,682 and a contingency of $20,222 to provide for any necessary change orders. 

Origami Risk LLC was one of three vendors that submitted bids for the project after it was advertised in February and received the highest score from an evaluation committee tasked to review the proposals. 

Once the contract is approved by the City Council, Origami Risk LLC will install the RMIS, which includes a Certificate of Insurance module, to replace the city’s custom-designed risk management application that contains about 40 years of claims history and other data but now has limited capabilities and is no longer supported. The company will also provide configuration, licensing, training, maintenance, and support for the new RMIS for five years, the DoIT report said. 

DoIT is also recommending that the fiscal year 2021 operating budget be amended by appropriating $132,442 to the liability and claims contract services operating account which will be funded from the general liability fund. The amount is part of the $544,904 contract amount. 

The DoIT anticipates it would take about six months for Origami Risk LLC to complete the implementation phase under the proposed contract.
