Hearing Officer Set to Decide Land Use Issues Wednesday

Pasadena’s hearing officer will conduct a virtual public meeting on Wednesday, Aug. 19, to present one minor case and four regular cases and elicit public comment as part of the city’s approval process. 

The public meeting is accessible via Zoom and begins at 5:30 p.m. 

The minor case pertains to an application for a minor conditional permit for additions to two existing dwelling units at 1915 Newport Ave. in Council District 1. 

According to the Planning and Community Department, the project includes additions totaling 628 square feet to the dwelling units, and the construction of two 306 square-foot two-car carports. 

The address is within the RS-6 or single-family residential zoning district, where the Zoning Code allows for one dwelling unit.

Among the regular cases, the owner at 316 Glenullen Drive in Council District 6 is applying for a hillside development permit to add 736 square feet to the second story of an existing two-story 2,013 square-foot split-level dwelling with attached two-car garage. 

The additions are proposed to the rear, or east, of the existing dwelling. 

A hillside development permit is required for any new square footage above the first story. The property is zoned RS-6-HDSR and is located in the Hillside Overlay District San Rafael Area.

At 3425 E. Colorado Blvd. in Council District 4, the owner is applying for a conditional use permit to allow the off-site sale of a full line of alcohol, and on-site instructional tastings in conjunction with the operation of a new 41,459 square-foot grocery store where food sales land use is currently allowed. 

The subject site is located within the ECSP-CG-6 – the East Colorado Specific Plan, Commercial General, sub-district 6 “Chihuahuita” area – zoning district, where a conditional use permit is required for the sale of alcohol. 

At 1046 E. Villa St. in Council District 5, the owner is applying for a tentative parcel map to allow the creation of four air parcels on one land lot for residential condominium purposes on an existing four-unit multi-family project located within the RM-48 HL-36 or the multi-family residential-height limit overlay zoning district. 

The application only concerns the creation of air parcels that would allow the sale of each dwelling unit.

At 750 and 752 Manzanita Ave. in Council District 3, the owner is applying for a tentative parcel map to allow the creation of two air parcels on one land lot for residential condominium purposes on an existing two-unit multi-family residential project within the RM-12, or residential multi-family, two units per lot zoning district.
