Howard Kahn Returns as Interim CEO of Union Station Homeless Services

Union Station Homeless Services announced that Howard Kahn has returned as the organization’s Interim Chief Executive Officer in the wake of the resignation of Anne Miskey. She departed the nonprofit on April 2.

Kahn previously served as Interim CEO at Union Station Homeless Services in 2018 after John Brauer’s departure and before Anne Miskey was appointed as the CEO. He brings over three decades of leadership experience in managing large-scale health and social services organizations focused on local communities in need.

In addition to guiding Union Station Homeless Services through this transition, Kahn will assist the Board in conducting a national search for a new permanent CEO to lead the organization into its next chapter. 

Kahn’s past work with Union Station Homeless Services makes him uniquely positioned to ensure a smooth transition. He has deep familiarity with the organization’s operations and strategic goals.

Kahn’s extensive background includes serving as CEO of L.A. Care Health Plan, the nation’s largest publicly operated health plan, for over 14 years. Under his leadership, L.A. Care grew from 700,000 members to 1.3 million, with revenues increasing fourfold. This growth period included the integration of electronic medical records and the expansion of services to include the state marketplace and dual eligibles.

Beyond L.A. Care, Kahn has held senior executive positions at major health organizations such as CIGNA International and Aetna. He was also the founding President and CEO of the California Wellness Foundation and the Health Plan of San Mateo. Additionally, he served as Chair of Physicians for a Healthy California and Chair of philanthropy for the Good Hope Medical Foundation.

Union Station Homeless Services expressed enthusiasm about Kahn’s return, with the organization stating, “Join us in giving Howard a warm welcome back to the Union Station Homeless Services family!”
