Increase to Contract For Public Education Campaign Aimed at Ending Homeless Stereotypes on Council’s Consent Calendar

As part of its Monday agenda consent calendar, the City Council will consider increasing the amount of money being paid to Perceptiv Inc. for homelessness public education and engagement consulting services. 

Perceptiv, Inc. has been working with the city Department of Housing for over a year in developing an educational campaign on homelessness tailored to Pasadena’s unique needs. The campaign focuses on reframing the narrative around homelessness, dismantling the stereotypes surrounding people who experience homelessness, and raising awareness of solutions to combat homelessness among the public.

A sweep motion and approval by the council would allow the City Manager to increase the contract from $76,250 to $85,250.

All consent calendar items can be passed with a sweep motion and a single council vote, or individual items can be pulled for further discussion and a separate vote. 

Other items on the agenda’s consent calendar include: 

  • A contract not-to-exceed $422,000 for 60 months with Canon Solutions America, Inc., for the lease, hardware/software and maintenance support of three digital printing systems.
  • A contract with Crosstown Electrical and Data, Inc. not-to-exceed $460,000 which includes the base contract amount of $399,300 and a contingency of $60,700 to provide for any necessary change orders for intelligent transportation system phase 1 – traffic management center, federal aid project.
  • An agreement with Powerflex Systems LLC in an amount not-to-exceed $178,832 for the installation and provision of support services for electric vehicle supply equipment for the Del Mar Garage.
  • A purchase order with Tricade Technology Solutions, LLC, to furnish server hardware expansion and extend manufacturer support of existing hardware.
  • Contracts in an amount not to exceed $514,232 with approval for two optional, one-year extensions for an amount not-to-exceed $171,410 each, for a total contract amount not-to-exceed $857,052 for professional or unique services with GPS Insight, LLC, for global positioning satellite devices and monitoring services for vehicles owned by the city of Pasadena.
  • A 15-month extension of the memorandum of understanding between the city of Pasadena and the Pasadena Management Association (PMA) for the term of July 1, 2020, to  Sept. 30, 2021.

The PMA represents 449 budgeted positions. The existing MOU between the city and the PMA expired on June 30.

Negotiations with the PMA began in February 2020, but by May 14, due to the immediate and significant impact the COVID-19 pandemic was projected to have on the city’s budget, city management officials met with PMA representatives to postpone economic discussions as it was not able to offer future financial enhancements. The parties continued to have ongoing communications and meetings to discuss financial updates. 

On March 9, the parties reached a tentative agreement on an extended contract and compensation. 

The city and the PMA agreed to extend the term and provisions of the current PMA MOU by 15 months, from July 1, 2020 to Sept. 30. 

The MOU calls for a 1% salary increase for all PMA members and concurrently increase salary control rates for unit classifications by 1% effective the first full pay period following City Council adoption, 

Also effective the first full pay period following City Council adoption would be a one-time, lump-sum payment equal to the value of 1% of base pay for each member of the PMA employed by the city on the day of City Council for the period of July 6, 2020, to March 28.
