Legislative Policy Committee OKs Five-Year Contract For State Legislative Advocacy Services

Pasadena’s Legislative Policy Committee voted unanimously Wednesday to approve the proposed five-year contract worth $368,540 with Emanuels Jones and Associates for state legislative advocacy services.

The firm has provided the city services since January 2001. 

The firm promotes the city’s adopted State Legislative Platform, monitors issues of importance to the City, attends League of California Cities briefings on behalf of Pasadena, alerts staff to legislative proposals that may impact the City and provides research and support in evaluating issues and proposed legislation.

The firm also conducts weekly tracking of legislation in which the City has taken an interest or position, lobbies for positions taken by the City and takes the lead on getting the City extension on various state grants.

The firm’s current contract worth $312,544 expires on June 30.

If approved by the City Council, the new contract will be effective on July 1, 2023 through June 30, 2028. 

The annual contract cost for the first year is $69,880 and for the second year, $72,580.

The annual contract cost will be at $74,680 in the third year, $75,400 in the fourth year, and $76,000 in year five.

As per staff report, the contract is exempt from the competitive selection process of the Competitive Bidding and Purchasing Ordinance, pursuant to PMC Section 4.08.049(8), contracts for which the City’s best interest are served.

“Staff believes the modest increase in pricing to be fair,” staff noted in its report. 

“It’s very reasonably priced and we get a high level of service and continuity is important,” Councilmember Steve Madison said prior to the voting. “I’m supportive.”
