Municipal Services Committee Looks to Update Customer Information System Project

The Pasadena City Council’s Municipal Committee hopes to contact and update aspects of Pasadena Water and Power’s Customer Information System (CIS) project, during a special online meeting at 4 p.m. Tuesday, Nov. 10. 

PWP is seeking approval to sign contracts with at least six contractors that will work on separate aspects of the CIS replacement project. 

In an agenda report prepared by PWP for the Municipal Services Committee and the City Council, PWP said it intends to contract with TMG Utility Advisory Services Inc., Utility Solutions Partners LLC, KRE Consulting, Red Clay Consulting Inc., Prithibi LLC and Rich Solutions LLC for project management, testing lead, functional architect, Oracle utility developer and technical architect services that would come up to a total of $750,000 contract amount. 

PWP’s CIS helps the utility perform billing services for electricity, water, sewer and refuse utilities, and compute several key utility-related taxes. PWP started a multi-year mutimillion- dollar project in July 2017 to replace its aging CIS with a new state-of-the-art system. 

The CIS project will be a full replacement of the existing CIS, including the addition of customer-facing web services and billing portals for those kinds of services.  

PWP said the project is now 11 months into the implementation stage and would be operational by late 2021. 

PWP published a request for proposals in August, asking vendors to submit proposals on one of multiple contract categories for the CIS project. A total of 12 proposals were received, one from a local firm. 

A team of four PWP and Department of Information Technology staff members evaluated the proposals, and based on the results recommended the six vendors for approval. 

After the Municipal Services Committee meeting, the proposal may go up to the full City Council by next week, the report said.
