Pasadena City Clerk’s Office Seeks Small Budget Increase for 2024

The Office of the City Clerk is recommending a budget of $3.44 million for Fiscal Year 2024, 3.2% higher compared to the office’s 2023 budget of $3.33 million.

At the meeting of the Legislative Policy Committee on Wednesday, City Clerk Mark Jomsky said in the past fiscal year, the office administered the November 2022 election. It also administered the vacancy process for District 3, prepared and presented information on the formation of a Charter Study Task Force and administered the Pasadena Rental Housing Board application process.

Bulk of its fiscal year 2024 budget ($1.85 million) will go to personnel costs. $905,204 will be allocated to Services and Supplies and Internal Services Charges will get $680,113.

According to Jomsky, the office’s priority for 2024 is to oversee the preparation and coordination work of the Charter Study Task Force. Jomsky reported that the consultant services for Charter Study is estimated at $125,000. A total of $75,000 is estimated for outreach and miscellaneous expenses related to the study.

“If we need any-mid year budget to adjust for the Charter Study Task Force, I will return to the Council for that request,” Jomsky said.

For fiscal year 2024, the office will also assist the City Manager and City Attorney in the initial support of the Pasadena Rental Housing Board. It will also administer the nomination process for the offices of the Mayor and City Council districts 1, 2, 3, 4 and 6 in the fall.

The Pasadena City Clerk is responsible for maintaining public records for the city, including ordinances, resolutions, minutes of the City Council, election-related documents, Campaign Disclosure Filings, Statements of Economic Interest, and many others. The City Clerk is also responsible for administering elections, including registering voters, conducting elections, and canvassing election results.
