Pasadena’s Proposed Fiscal Year 2024 Capital Budget Includes $25.8 Million for Parks and Landscaping Projects

The Pasadena Recreation and Parks Commission will hear a presentation on Tuesday about the city’s updated Capital Budget, which covers major infrastructure projects for the next five years. The presentation will be given by a Public Works analyst who will explain the proposal for the Fiscal Year 2024 – 2028 Capital Improvement Program (CIP) Budget.

The CIP Budget is separate from the city’s Operating Budget, which funds the day-to-day services and programs offered by the city. The Operating Budget for Fiscal Year 2023 was adopted by the City Council in June 2021 and totals $897.8 million. The CIP Budget is updated every year and reflects the city’s long-term planning and investment goals.

According to the presentation, the Fiscal Year 2024 CIP Budget includes 12 active parks and landscaping projects with a total estimated cost of $25.8 million. Of this amount, $8.1 million has already been appropriated through Fiscal Year 2023, and $1.5 million is recommended for appropriation in Fiscal Year 2024 to three projects.

Some of the projects planned for Parks and Landscaping in Fiscal Year 2023 are: making Villa Parke Community Center more accessible with locker room and parking lot improvements; installing shade structures over playgrounds in various parks (Phase 1); designing a retrofit for the Central Park Lawn Bowling Clubhouse; studying how to improve the small soccer field at Villa Parke; and designing foul ball netting, bleachers, and shade structures for Victory Park.

The presentation will also highlight some of the Arroyo projects that are part of the CIP Budget.

The Recreation and Parks Commission will receive public comments on these projects before making recommendations to the City Council. The City Council will review and approve the final CIP Budget later this year.

Four commissions will ultimately review the recommended 2024 Capital Improvement Program Budget: Recreation & Parks Commission, Northwest Commission, Transportation Advisory Commission, and Planning Commission. 

Public hearings are tentatively scheduled to begin on April 24 and continue every Monday until the budget is adopted. 

Joint City Council/Finance Committee meetings are scheduled for April 24 and May 1, and the Capital Improvement Program Budget adoption is scheduled for May 8.

The meeting of the Recreation and Parks Commission starts at 6 p.m. on Tuesday, March 7. It will be held at the City Yards, in the Public Works Building – Second Floor, 233 West Mountain Street, in Pasadena. It will not be live streamed.
