Planning Commission to Consider Amendments to Fuller Master Plan

The City Council’s Planning Commission will discuss potential amendments to the city’s Fuller Seminary Master Plan at 6:30 p.m. on Wednesday. 

In 2006, at the request of Fuller, the City Council approved a 20-year Master Plan to fulfill that goal, as well as a Development Agreement to vest its development rights against any changes that might arise out of future General Plan and Zoning Code updates. 

Under that plan, all new housing owned by the seminary must be affordable housing, and would be used exclusively by Fuller‘s students and faculty. No allowance for market-rate or non-Fuller use of net new housing units was provided for in either the Master Plan or the Development Agreement.

Amendments are needed for a six-story residential building at 270 N. Los Robles Ave. with 105 multi-family rental units.

The project would include eight very-low-income affordable on-site units, based on a 32.5 percent density bonus. The complex would also feature 162 parking spaces, with 70 at-grade and 92 in one subterranean level, along with a floor area ratio of 2.86.

The site was originally envisioned to be developed in conjunction with the two properties to the immediate east — 285 and 303 N. Oakland Ave. — with two buildings for student housing.

“The proposed Master Plan Amendment would unencumber 282 N. Los Robles Ave. from the Fuller Master Plan, thereby allowing the project site to be developed as allowed by the base zoning district, without the requirement that the housing be exclusively for Fuller use,” according to a city staff report.

By amending the Fuller Master Plan, the proposed residential project would be subject to the City’s Inclusionary Housing Ordinance
