Summary of Negotiations Meeting With Pasadena City College Faculty Association

The parties held their initial bargaining session on March 7, 2014.
The meeting began at 10:00 a.m. with introductions and a discussion regarding the process for the negotiations.
Thereafter, Pasadena City College Faculty Association (PCCFA) presented a proposal in response to the District’s previous offer to the faculty of a Supplemental  Early Retirement Program (SERP) to be implemented this year.  The SERP has been part of the contract offer that the District first presented last November.

The negotiating teams will return to a discussion on this issue of the SERP at our next meeting on Friday, March 21.  The District reviewed its initial proposal, which was sunshined in November 2013.  The District’s initial proposal includes the following items:  (1) Three year term (July 2013 – June 2016).  (2) Salary increases of 6% over the term of the agreement (2% per year) plus 50% of the state funded COLA each year.  With the COLA, the current District offer is actually 2.79% in the first year, retroactive to July 1, 2013.

With anticipated future COLA’s, the total contract salary increases could reach 8.3% without compounding, over and above the already scheduled salary increases for step and column. (3)  Retention of current academic and work year calendar.  This is the traditional academic calendar composed of all and spring semester plus summer intersession(s).  (4) SERP:  a one time incentive program which pays a retiring employee 75% of one’s highest salary for those meeting specific criteria.  (5)  Two additional paid office hours per semester for adjunct faculty.  (6) One additional paid flex day for all regular and adjunct faculty at one’s adjunct hourly rate.  (7)  Class enrollment limits:  A transitioned increase over three years of Normal Closing Numbers to 20% above current limits to pay for increased salaries; LGI to be adjusted based on updated NCNs.  (8)  All other terms/conditions of employment to remain status quo, including fully-paid PPO health insurance for employee/spouse/family for full-time instructors.

PCCFA bargaining team members asked questions and indicated concerns regarding the District’s  proposals but did not have an initial proposal to present at this meeting. PCCFA indicated that it would present its written proposal at the parties’ next scheduled meeting, March 21, 2014.  PCCFA requested information regarding adjunct faculty, in particular, the history of employment of adjunct over the past several years and statistics regarding the work history of these employees.  The meeting ended soon after 11am.
