Three Companies Secure Extension for Police Towing Services in Pasadena

The Pasadena Police Department has extended the franchises of three towing companies to provide police towing services for another year, marking the final year of their four-year extension.

Henry’s Towing & Recovery, M&M Action Towing, and Walnut Vista Automotive Industries, Inc. d/b/a A-Car Auto Repair Services were the only three franchises awarded by the City Council to provide vehicle towing, vehicle impounds, street sweeps and vehicle storage services to Pasadena Police and the City, according to a Feb. 3 memorandum from Poolice Chief Gene Harris sent to City Manager Miguel Márquez.

Harris announced that the Pasadena Police Department has completed its “Request for Application” process for the 2023 Police Towing Franchise cycle, and all three above-listed franchises have been given an extension.

Pasadena Police staff issued a Request for Applications in January 2023 and received one application. The bapplicant was non-responsive and did not meet the requirements set forth in the application.

As a result, there are no new applicants for the 2023 cycle, so the three existing franchisees will continue to provide police towing services.

The department plans to issue the next “Request for Applications” for police towing franchise in late 2023.

The Pasadena Police Department has been administering the Police Towing Franchise System since 1997, as outlined in Pasadena Municipal Code, Chapter 10.46, which sets standards and procedures for granting non-exclusive franchises for providing towing and other related services.
