City Hearing Officer Approves Conditional Use Permit for East Walnut Street Adult Day-Care Facility

A city hearing officer approved a conditional use permit (CUP) that would allow a tenant space within a commercial building on East Walnut Street to be used as an adult day-care facility.

A CUP is required to establish a day-care facility at 2180 East Walnut Street, which is in a Commercial General zoning district.

According to the staff report, the 5,318 square-foot tenant space, located within an approximately 11,495 square-foot commercial building proposed to be used for the facility, was previously designated for retail sales use.

The proposed day-care center would provide daytime community-based programs to the elderly. It will operate between 8:00 a.m. and 2:30 p.m., Monday through Friday. There would be no residential care or overnight care provided.

The facility will accommodate a maximum of 150 seniors at a time during peak periods.

According to the staff report, all activities and services associated with the operation would be contained within the interior of the existing building. Programs and activities would include games, arts and crafts, exercise and meals.

The project site has 40 parking spaces and one new loading space, according to staff.

During the hearing, Jennifer Driver from the Planning and Community Development Department said city staff has received public comments from nearby adult day care facilities expressing concerns about supposed overconcentration of adult day care facilities in the area.

Responding to the concern, Manny Diaz, representative of applicant AA Brothers LLC, said adult day care facilities are becoming more and more necessary in the city as the baby boomer generation ages.

He also added that the applicant’s program has been designed to serve the Spanish speaking population in Pasadena and surrounding areas.

“We have no plans to compete with other centers in the area. We really do want to serve a specific population.”

City Hearing Officer Paul Novak approved the CUP application based on staff’s findings that the facility would not be detrimental to the health, safety, or general welfare of the people residing or working in the neighborhood.

According to the adopted conditions for approval listed in the staff report, the center shall accommodate a maximum of 150 participants on-site at one time.

All activities associated with the day care center shall be contained indoors, and to alleviate potential noise impacts, all exterior doors shall remain closed while the facility is in operation.

The center should also be licensed by the State of California Department of Public Health, Department of Aging, as per the staff report.

  • I like the idea of adult day care. I was just wondering where those employee’s taking care of those in the program will park their cars and bikes to service these folks? I imagine that the facilities has a great air filter system to provide quality air , now that an air transmitted virus continues to enter the city. We certainly don’t want to harm those that come for help end up in the hospital or worse. Years ago in New York State I visited Adult day care facilities and many adults were either pre Alzheimers or dementia. The ratio of care was 1 person to two patients. What will the ratio be for this day care? I also observed the need for many places where those staying for the day needed nap areas. What would be better to understand about this facility is the type of adults they will be working with? Since there are no parking spots. How will the area streets handle the parking and pick up through out the day of patients ? Will vistor’s be welcome? How will patients be charged for services. The public should know much more about this and other facilities that take care of our most honored citizens.
