Council Awards Contract for Pasadena Fire Station Renovations; Passes 7 Other Items on Monday’s Consent Calendar

The City Council on Monday voted to award a $739,000 contract to Monet Construction for renovation and repair of Fire Station No. 33 as part of Monday’s consent calendar.

The 75-year-old two-story, three-bay facility with a subterranean workout room staffs six personnel daily, including a company officer, engineer, two firefighters, and two firefighter-paramedics.

The Fire Station also contains an office for Training Division’s Training Officer, and the parcel has a training tower, a self-contained breathing apparatus (SCBA) refilling station, vehicle fuel station, and a classroom facility, which also serves as the Department Operations Center (DOC).

“The scope of work for this contract includes renovating and performing maintenance repairs to approximately 2,800 square feet of the building.

Renovations will be done to the existing first floor restroom and areas of the second floor including the kitchen, dining room, living room, locker room, and restrooms to provide necessary upgrades to the heavily used facilities and ensure that they are Americans with Disabilities Act (ADA) compliant,” according to a staff report.

Construction will begin in January and the work will be completed in April 2022.

The station is located at 515 N. Lake Ave.,

According to the contractor, the contract will result in an estimated eight new hires to the present work force, but so far the contract has not committed to hiring Pasadena residents for these positions at this time.

A local hiring provision to notify the labor unions of the goal to employ qualified Pasadena residents for 75 percent of the new labor work hours on the project was included in the project specifications.

The city reached out to local contractors to perform the work, but did not find any local interest.

The Council also passed seven additional items on Monday’s consent calendar.

The consent calendar is a multi-item part of the City Council agenda which can be passed in its entirety with a sweep motion.

Per that motion, the city will spend $6,061,810 on contracts and receive $177,952 in grant funds.

Other issues included, a workers’ compensation alternative dispute prevention and resolution program between the city and the Pasadena Police Officers Association.

Council members have the option of pulling certain items from the consent calendar for further discussion. After an item is pulled it requires a separate vote of the council or it can be held for future discussion.

Councilmembers Victor Gordo pulled the item on the renovations at station #33 to receive information on the displacement of firefighters during the renovations and several councilmembers pulled the item on St. John’s capacity enhancement project so that questions about the Planning Commission’s inability to find the project compatible with the city’s General Plan could be answered. Both items were passed via separate motions.

CONTRACT AWARD TO SOUTHWEST PIPELINE & TRENCHLESS CORPORATION FOR FISCAL YEAR 2021 ANNUAL SEWER SYSTEM IMPROVEMENTS AND CAPACITY UPGRADES PROJECT FOR AN AMOUNT NOT-TO-EXCEED $1,000,000

The City Council accepted the bid dated Oct. 8 submitted by Southwest Pipeline & Trenchless Corp. in response to the plans and specifications for the Fiscal Year 2021 Annual Sewer System Improvements and Capacity Upgrades Project. The City Council rejected all other bids received, and authorized the City Manager to enter into a contract for an amount not-to-exceed $1 million, which includes the base contract amount of $823,450 and a contingency of $176,550 to provide for any necessary change orders.

CONTRACT AWARD TO FS CONTRACTORS, INC., FOR FISCAL YEAR 2021 CURB RAMP ADA (Americans With Disabilities Act) IMPROVEMENTS PROJECT FOR AN AMOUNT NOT-TO- EXCEED $480,000

The City Council accepted the bid dated Oct. 8 submitted by FS Contractors, Inc., in response to the plans and specifications for the Fiscal Year 2021 Curb Ramp ADA Improvements Project, rejected all other bids received, and authorized the City Manager to enter into a contract for an amount not-to-exceed $480,000, which includes the base contract amount of $435,800 and a contingency of $44,200 to provide for any necessary change orders.

AUTHORIZED THE CITY MANAGER TO EXECUTE ALL AGREEMENTS WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY ASSOCIATED WITH THE RECEIPT OF GRANT FUNDING AND IMPLEMENTATION OF THE SOUTH LAKE PEDESTRIAN ACCESS IMPROVEMENTS TO THE GOLD LINE STATION

The City Manager is authorized to execute agreements associated with the receipt of the Los Angeles County Metropolitan Transportation Authority (Metro) Call for Projects Grant Funds with the receipt of $2,309,590 in reimbursable grant funding for the implementation of South Lake Avenue Pedestrian Access Improvements to the Gold Line Station (Capital Improvement Program Project No. 75106).

ADOPTED A RESOLUTION APPROVING AND ADOPTING A WORKERS’ COMPENSATION ALTERNATIVE DISPUTE PREVENTION AND RESOLUTION PROGRAM AGREEMENT BETWEEN THE CITY OF PASADENA AND THE PASADENA POLICE OFFICERS ASSOCIATION (PPOA)

The City Council adopted a resolution approving and adopting a Workers’ Compensation Alternative Dispute Prevention and Resolution Program Agreement between the City of Pasadena and the Pasadena Police Officers Association for workers’ compensation benefits, and authorized City Manager Steve Mermell and the city’s Director of Human Resources to negotiate with the Pasadena Police Officers Association and amend the agreement as needed to implement the goals of the program so long as such amendments do not change the economic or non-economic benefits and rights of the parties.

AUTHORIZED THE CITY MANAGER TO EXECUTE A CONTRACT WITH CONNEXIONZ, LTD. FOR $1,533,220 FOR HARDWARE, MAINTENANCE AND SUPPORT FOR THE PASADENA REAL-TIME TRANSIT VEHICLE ARRIVAL INFORMATION SYSTEM

The City Council authorized the City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section 1002(F), contracts for professional or unique services, with Connexionz, Ltd. for hardware, maintenance and support in an amount not-to-exceed $889,503 (which includes a contingency of $119,371) over a five-year period;

The City Manager is also authorized to a) extend the contract for one two-year option term in the amount of $366,777 (which includes $50,590 in contingency); b) to purchase optional hardware in the amount of $183,927; and c) to expand the maintenance, warranty and support for a fleet of up to 60 public transit vehicles in the amount of $93,013 with a maximum contract length of seven years and a not-to-exceed contract amount of $1,533,220; and It is further recommended that the City Council grant the proposed contract an exemption from the Competitive Selection process pursuant to Pasadena Municipal Code Section 4.08.049(B) contracts for which the City’s best interests are served.

ADOPTED A RESOLUTION TO RECEIVE PROPOSITION 68 PER CAPITA FUNDING

The City Council adopted a resolution to approve filing of applications for Proposition 68 Per Capita and Urban Streams grant funds included in the agenda report.

ST. JOHN CAPACITY ENHANCEMENT PROJECT CONSISTENCY WITH GENERAL PLAN

The City Council found that the St. John Capacity Enhancement Project is Consistent with the General Plan.

Recommendation of the Planning Commission: On May 27, city staff presented the St. John Capacity Enhancement Project to the Planning Commission. The Planning Commission was unable to achieve a majority vote on consistency of the St. John Capacity Enhancement Project with the General Plan but recommended that the City proceed with developing the project with vigorous public outreach that solicits and includes the concerns of the affected stakeholders, balances vehicle mobility and pedestrian safety, consciously accounts for the needs of the surrounding land use, and to the extent technically feasible and ultimately found to benefit the project, includes safety elements identified in a May 22, 2019 letter to the Planning Commission from the Head of Sequoyah School.
