Dish Wireless Telecommunications Facility Atop South Los Robles Avenue Building Gets Thumbs Up

City Hearing Officer Paul Novak approved a Minor Conditional Use Permit to allow the installation of a new Dish Wireless telecommunications facility on the roof of an existing 10-story office building at 150 South Los Robles Avenue.

The project consists of the installation of six new wireless panel antennas and 12 new Remote Radio Units mounted on an existing penthouse screen wall, a new equipment cabinet, and power and fiber support equipment located on the rooftop of the commercial office building, as per city staff report.

Novak’s approval of the minor CUP was based on a list of city staff’s findings which include the finding that the proposed installation of wireless facility “would fill a coverage gap to support Pasadena’s residents in providing reliable wireless service” and would lead to improved economic outcomes.

“Such communication technologies enhance the economic vitality of the City by encouraging viable commercial uses that rely on wireless internet services.”

“The proposed use would serve both the local and regional needs for surrounding neighborhoods and business as well as those traveling through the City,” the city staff’s report read.

Novak’s approval was also based on finding that the installation of the facility would not be detrimental to the health, safety, or general welfare of residents near the proposed site.

The approval was subject to 23 conditions provided by city staff. Under the conditions, the use of chain-link fencing or razor wire in the design of a facility or related support facilities is prohibited.

The site of the facilities shall also be maintained “in a condition free of debris, refuse, and trash.” Graffitis must be removed within 48 hours.

Before the issuance of any permit, the applicant shall post with the City a performance bond or other security in an amount rationally related to the cost of removal.

Novak’s decision is appealable to the Board of Zoning Appeals until September 19. If no appeal is filed, the decision will be effective on September 20, according to city staff.
