Local Developer Wants to Consolidate 3 Land Parcels As Part of Major East Pasadena Project

The original Panda Inn, the 11-story Gateway building and adjacent parking lots would be transformed into new ‘neighborhood’

Pasadena’s Hearing Officer will hold a public hearing on Wednesday, April 20, to examine an application for a Certificate of Exception that would allow local developer Mill Creek Development Company LLC to consolidate three adjacent parcels of land at 3452, 3472, and 3488 E. Foothill Blvd. into one parcel of land.

The consolidation is part of Mill Creek’s CFT Gateway Center project in East Pasadena, where it plans to construct a mixed-use apartment complex to replace a surface parking lot near the Metro L Line’s Sierra Madre Villa Station.

The project involves the construction of three six-story residential buildings that would house up to 234 apartments, according to plans submitted to the City of Pasadena. A five-story parking structure for over 500 vehicles and 5,350 square feet of new restaurant and retail space are also included in the project.

The surface parking lot that currently occupies the site would be excavated, while the adjacent Panda Inn restaurant would undergo renovations and a small addition, the plans showed.

Panda Inn has been existing in the area since 1973, the first of five Panda Inn locations that were established by the Cherng family in Southern California. Panda Inn has since expanded globally into the Panda Express fast-food chain. The Cherng family is said to have ties with the owners of the proposed CFT Gateway Center.

In the same block across the restaurant stands Gateway Metro Center, an 11-story office building. No changes are planned for this building.

By obtaining a Certificate of Exception, Mill Creek Development Company will be allowed a line adjustment consolidating the three adjacent parcels of land into a new parcel of 190,380 square feet, or 4.371 acres. The lot consolidation would facilitate construction of the CFT Gateway Center mixed-use project.

In a staff report, the Department of Planning and Community Development is recommending approval of the application for a Certificate of Exception, saying the proposal “would be limited to eliminating the interior lot lines between three adjacent parcels.”

The report added the project has been reviewed by the Departments of Public Works, Transportation, and Fire, as well as the Building and Safety Division and the Design and Historic Preservation Section of the Planning Department.

Wednesday’s public hearing begins at 5:30 p.m.

  • What a great location for higher density mixed use development. Excited to see the plans as they hopefully progress smoothly through approval.

  • This type of mixed use project was turned down by the citizens of Mission Viejo, in part because of the unreasonable amount of traffic it would add, and the fact that it’s 6 stories high. It would destroy the character of the city. This would only be the beginning of “Stack and Pack” type of construction. Soon Pasadena will look like downtown L.A. and bring the problems L.A. has with it.

    Vote this down, keep the character of Pasadena IF IT’S NOT TOO LATE.
